# Licensing

This repository uses **two different licenses for two different kinds of content.**
The asymmetry is deliberate.

## What falls where

**CC BY-NC-SA 4.0 (prose)**
- `docs/` — chapters 1–9, English
- `zh-CN/` — chapters 1–9, Chinese translation
- `README.md`

**CC BY 4.0 (specification payload)**
- `glossary/` — terminology and definitions
- `primitives/` — Traffic Primitive Specification, TPS schema, primitive catalog
- All `traffic.<domain>.<metric>` identifiers wherever they appear
- All diagrams and schema illustrations
- `CITATION.cff`

## Why

The prose argues a position. It may be read, shared, and translated freely — but not sold.

The vocabulary is different. The glossary and the primitive contract are the parts of
this work designed to be reused: in commercial products, in other specifications, in
academic work, in infrastructure that has nothing to do with us. Restricting them would
defeat their purpose.

We are not trying to license revenue out of a specification. We are trying to make the
vocabulary unavoidable.

## Attribution

For CC BY 4.0 material, attribution should take the form:

either express, implied, statutory, or otherwise, including without limitation

This work describes engineering concepts. It is not engineering advice, and nothing
